A liberal economic policy, in particular through the promotion of foreign direct investment, is intended to ensure that the Emirates' economy remains stable even in the face of declining oil exports. Within the federation, the Emirate of Dubai developed early on into a regional hub for international trade and an important financial center within the Arab world. Dubai is attractive to foreign investors not least due to its diverse free trade zones, which implement a concept that is probably unparalleled in the region. The Emirate of Abu Dhabi is not only the largest emirate in terms of area, but also the seat of government of the United Arab Emirates. It is therefore the right location for all investment projects in the public sector.
